Public Complaints
Eugene School District 4J is committed to reviewing and resolving complaints filed by students, families and district residents in a fair, timely, and respectful manner, and at an appropriate level of accountability.
Central to the procedures is that concerns first should be directed to and atttempted to be worked out with the educator and/or principal or administrator before submitting a formal complaint with the distriict office. The school level frequently is the best venue for families and students to work with educators and administrators who most closely work with their students to address issues and improve district processes, with the shared goal of creating the best possible educational experience.
Steps to Resolution Before Submitting a Formal Complaint to the District Office
- Contact the Staff Member
The family member, student or member of the public should first discuss the matter directly with the school employee involved. If they are unable or unwilling to resolve the concern with the school employee involved, they may file a complaint with the principal/administrator.
- Contact the Principal/Administrator
If the concern cannot be resolved through discussion with the school employee, or if the matter does not directly relate to the classroom, the complainant is to submit a written request to the principal/administrator.
- File a Formal Complaint with the District Office
The complainant may file a formal complaint with the district office if the response by the principal/administrator does not resolve the concern. The district will refer the complainant back to the school or involved department if there have not been efforts to resolve the issue at that level.
NOTE: If the complainant is unable to put the complaint in writing due to conditions such as a disability or illiteracy, district staff will assist the complainant in writing the complaint. Translation and interpretation services are available upon request.

Certain types of complaints are addressed by different policies:
- Complaints alleging sexual harassment will be processed under district policy GBN/JBA or JBA/GBN and the applicable administrative regulations.
- Concerns by students about bullying and harrassment can be reported by completing the Student Safety Reporting Form and turning it into the school office or to a school employee.
- Concerns by staff members will be processed under district policy KL-AR(2), unless another more specific policy applies.
- Complaints about discrimination in employment will be processed under GBEA — Workplace Harrassment —and the applicable administrative regulations.
