Independent Contractor Fingerprinting and Background Check Requirements

All individuals with whom a Contractor/Business contracts, or any employee, agent, or subcontractor of a Contractor must undergo a preliminary background check with the District. Individuals who will have direct, unsupervised contact with students shall also be required to submit fingerprints, and to undergo a state and nationwide fingerprinting and criminal history records check according to ORS 326.603 and ORS 326.607. The Oregon Department of Education (ODE) provides such fingerprinting services for Contractors. Individuals and/or the Contractor, not the District, shall be responsible for the fees associated with fingerprinting and the criminal history records check, not to exceed the actual cost.

The ODE charges $66 for the background check and there is an additional $12.50 fee to have fingerprints completed for the background check.

Instructions for Individuals (Employees of the Contractor/Business)

Click here to begin Step 1 of the initial background check process. You must read all instructions thoroughly and submit your application. This gives the District authorization to screen your criminal history records.

  • When selecting a location, choose “4J-Independent Contractor” and make a note regarding your company’s name. Please provide a current email address, as this will be how the District follows up with you regarding next steps.
  • When answering the questions regarding any criminal history, you must include things that you believe have been expunged. If the District locates charges that were not disclosed, it will result in an automatic denial. Should you mark “yes” on any of the questions, you must provide a concise explanation as to the circumstances that led to the charge(s).
  • Please allow time for processing the records check. If an individual has a criminal history it can take longer to get through the process. The Human Resources Department will notify you about further steps, if necessary, or if you are cleared to begin working on 4J property.

  • PLEASE NOTE THAT YOU ARE NOT CLEARED TO START WORKING ON 4J PROPERTY UNTIL AN INDEPENDENT CONTRACTOR AGREEMENT (ICA) IS SIGNED BY ALL PARTIES, AND YOU HAVE COMPLETED THE REQUIRED BACKGROUND CHECK PROCESS(ES).
