The budget is a financial plan that estimates the cost to operate district schools and programs for the fiscal year, which runs July 1-June 30. The district prepares its annual budget in accordance with provisions of Oregon local budget law, which establishes the procedures for managing public budgets.
Budget preparation takes place over several months, and all departments, directors, staff and community members are involved in the process before the adoption of the budget each year. Once a proposed budget is developed, it is presented to the budget committee, which then reviews the proposed budget and receives public comment. The budget committee approves the budget and any necessary revisions before it goes before the school board for official adoption.

SCHOOL BOARD
The 14-member budget committee is made up of the district’s seven-member board of directors and an equal number of district residents appointed by the board. Members of the budget committee are appointed by an open vote of the school board as openings occur. They serve for three-year terms and receive no compensation for their services. Budget committee members must reside within school district boundaries, must be registered to vote, and may not be district employees.

A majority of the constituted committee is required to pass an action item. The majority for a 14-member budget committee is eight. Therefore, if only eight members are present, a unanimous vote is needed to pass an action item. At its first regular organizational meeting, the budget committee will elect a presiding officer from among its members present. The budget committee shall hold one or more meetings to receive the budget message and budget document, and to provide members of the public with an opportunity to ask questions and comment on the budget document. All budget committee meetings are open to the public.
It is the function of the budget committee to approve budget estimates for an educational plan previously determined by the school board. No new program should be considered for the budget estimate that has not previously been submitted to the board and approved as a part of the educational plan. The budget committee will determine levels of spending, but will not determine programs. The budget committee will approve an estimated budget document for submission to the board.
