School Board Regular Meeting
On Wednesday, August 2, the school board held a regular meeting. The sessions were open to the public via in-person meeting, live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.

Superintendent Andy Dey thanked staff for their preparations for the coming school year and recognized Martha Dyer, teacher librarian at Chávez Elementary School, who was honored as the 2023 Elementary Teacher Librarian of the Year by the Oregon Association of School Librarians.
• Received update on board organizational vote: Board members received information and discussed a vote during the prior meeting related to the election of a 2023–24 board officer. Board members agreed that the board policy outlining the election and duties of the board chair and vice chair needed to be updated.
• Announced vacancy on the school board: Board members announced the Position 2 seat on the seven-member board was vacant. The school board member who had held the seat, Laural O’Rourke, resigned her position last month.
• Discussed schedule for school board’s annual retreat: Board members traditionally hold their annual retreat in late summer or early fall of each new school year to discuss goals and major initiatives for the school year.
• Discussed board and superintendent committee assignments: Each year, the board chair surveys board members before assigning them to various internal committees and associated bodies.
• Identified revisions to draft board meeting minutes: Board members identified four corrections to the draft official minutes of the June 21 and July 5 board meetings. They will approve the corrected documents at an upcoming board meeting.
• Approved the consent calendar: With a single vote, board members approved contracts for new playground equipment and outdoor rubber surfacing at the new Camas Ridge Elementary School building, as well as ventilation improvements at multiple school sites. The vote was unanimous.
• Approved revisions to previously adopted board meeting minutes: Board members approved a revision to the wording of a motion the board approved during the June 7 board meeting that was captured incorrectly in the official meeting minutes the board approved on June 21. The vote was unanimous.
• Approve revised board meeting calendar: Board members approved a revision to the calendar of board meetings that board members initially approved on June 21. The board approved moving a meeting to October 4 from October 11. The vote was unanimous. It also postponed until its next meeting deciding when to reschedule the board meeting set for June 19, which falls on the federal holiday of Juneteeth.
• Considered changes to board meeting model: The board now holds two regular business meetings most months during the school year and schedules work sessions or executive, or nonpublic, sessions, as needed, before those regular meetings. Board members discussed possible changes to that format to maximize opportunities for community members to provide input during meetings. The board voted to direct staff to bring back some alternative meeting formats for further discussion at an upcoming meeting. The vote was unanimous. In addition, the board approved a motion to start work sessions as early as 3 p.m. for the next three meeting dates on August 16, September 6 and September 20. The vote was unanimous.
• Considered process to appoint new school board member: School board members discussed the process to appoint a new school board member to fill the seat vacated by former board member Laural O’Rourke, who resigned last month. The district will begin accepting applications on Monday, August 7. The deadline will be September 11. The board will finalize its process to appoint a new school board member at its next meeting on August 16.
A motion to give applicants the option of providing a letter of recommendation as part of their application did not pass due to a 3–3 tie vote by the board. The motion required at least four votes to pass. Board members Rick Hamilton, Morgan Munro and Judy Newman voted for the motion, and board members Tom Di Liberto, Jenny Jonak and Maya Rabasa voted it down.
Public Input
The board heard live public comment in person. Three people testified. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting. Community members also may send comments via email to board@4j.lane.edu.
