Employee separation from the district, also known as severance or layoff, can understandably create distress, uncertainty and questions about what comes next. 4J’s Human Resources Department staff members are here to answer questions and help employees manage this process as smoothly as possible.
To assist in that effort, it has published a document for each employee group to answer frequently asked questions, share contact information and resources at 4J, as well as within the community, to help employees navigate the process.

Voluntary Transfer/Position Trade Request
Article 11.4 of the licensed Collective Bargaining Agreement (CBA) allows two qualified licensed staff members to voluntarily request a position trade or transfer between worksites when both employees mutually agree to the change. The intent of this process is to provide flexibility for staff while ensuring that staffing decisions continue to support student learning, school programming, and district operational needs.
To be eligible for consideration, both employees must currently hold the appropriate licensure and endorsements required for the assignment they are requesting. Employees are expected to review the requirements of the proposed assignment carefully before submitting a request.
Prior to submitting this form, both employees must have a conversation with their supervising site administrator regarding the proposed transfer or trade. Administrator approval is required before Human Resources will review the request.
Submission of this form does not guarantee approval. Human Resources will review all requests for compliance with the CBA, licensure and endorsement alignment, staffing considerations, operational impact, and potential impact on students and school programming. If approved, Human Resources will communicate the timeline and effective date for when the transfer or trade may occur.
