School Board Work Session & Regular Meeting
On Wednesday, March 16, the school board held a work session and regular meeting. The sessions were open to the public via live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
Board members reviewed some of the district’s established sustainability practices and programs and discussed the board goal to identify and implement climate change initiatives.
Interim Superintendent Cydney Vandercar said the district will soon announce new principals for Awbrey Park, Camas Ridge and Charlemagne elementary schools for the 2022–23 school year, and shared information about the district’s upcoming kindergarten orientation sessions, and the end of the second trimester for middle and high school students. She talked about the impact of recent deaths among the 4J community and the care that staff have for students and families. (watch)
Board Chair Judy Newman addressed the sadness, anxiety and loss many 4J students and staff are feeling from the recent increase in youth suicide in Lane County as well as from the ongoing pandemic and Russia’s invasion of Ukraine. She implored community members to reach out and support one another during this difficult time. She also noted that March is National Women’s History Month. (watch)
Vice Chair Martina Shabram announced she will be resigning her Position 5 seat on the school board at the end of the month due to the increased responsibilities of her full-time job. (watch)
• Acknowledged the membership of the reconfigured equity committee (watch): The district has had an equity committee for many years to advise 4J in addressing equity issues in our schools. The committee is being restructured in response to a new state law to increase participation and provide a greater voice to underserved student groups. The restructured committee currently has 30 initially appointed members consisting of six parents, eight students, nine 4J staff members and seven other community members. (list)
• Received update on district response to COVID–19 (watch): District staff reported that the transition to face coverings becoming optional starting that week had been going well among 4J students and staff. The district’s other strategies to prevent the spread of COVID-19 continue, including physical distancing, weekly testing and increased ventilation. District staff also provided an update on the continued restriction on field trips and allowance of essential volunteers to support health and safety and small group instruction in schools in light of the ongoing pandemic.
• Received an update on North region planning (watch): District staff provided an overview of planning to meet the educational needs of students in the North region. The board discussion focused on the long-term future location and programming of Kelly Middle School and Yujin Gakuen Japanese Immersion Elementary School, which are currently housed in the same building on Howard Avenue. One option that has been discussed is use of the original North Eugene High School building after its successor opens, but that option is now considered less viable due to the substantial cost to renovate the building to accommodate new programs.
• Agenda adjustment: Due to the late hour, one agenda item was moved to a future meeting: a briefing on the second part of the annual update on the district’s key performance indicators.
• Approved items on the consent agenda (watch): The board authorized the district to proceed with annexing into the Eugene city limits a parcel of property it owns next to River Road/El Camino del Río Elementary School. The vote was unanimous.
• Approved superintendent selection process next steps and timeline (watch): The board discussed and unanimously approved the following process steps and timeline:
• Approved a new three-year labor agreement with the Eugene Education Association (watch): The board unanimously approved the new contract with the union that represents 4J’s teachers and licensed specialists through the 2023–24 school year.
Important provisions of the new collective bargaining agreement include:
• Salary increases (COLA) of 4% each year, in addition to step increases for experience
• Increase in district’s health insurance contribution by $30 per employee per month, to $1,320 per month in the third year
• Additional paid time off, with one additional personal leave day (for a total of three per year) for licensed staff members
• Compensation for extra duties including language immersion, career technical education, special education meetings, affinity group coordinators and outdoor school
• Approved compensation adjustments for managers, administrators, professionals and supervisors (watch): The board approved salary and insurance increases equivalent to those in the newly finalized contract with EEA for the MAPS employee group and senior staff. The district traditionally has provided compensation increases matching those provided to teachers for the district’s managers, administrators, professionals, supervisors and senior staff.
Two board members opposed this proposal and discussion ensued about proposals to deny compensation increases for staff earning more than a certain salary level or to delay the vote until 4J undertakes and completes negotiations for a new labor contract with the union representing its classified employees. The board voted to approve the compensation adjustments on a 4-3 vote, with board members Gordon Lafer, Laural O’Rourke and Maya Rabasa voting no.
The changes apply a cost of living increase and district health insurance contribution the same as for teachers and licensed specialists. Other provisions such as the additional paid time off do not apply to MAPS.
The board heard live public comment virtually via Zoom (watch). Nine people spoke about youth suicide prevention, the SafeOregon school safety tip line, 4J’s music programs, standardized testing, and initiatives to reduce transportation-related carbon emissions. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting.
