School Board Work Session & Regular Meeting
On Wednesday, September 21, the school board held a work session and regular meeting. The sessions were open to the public via live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
The board met with 4J’s Equity, Inclusion and Instruction Team and received an update on the district’s program to educate migrants.
Superintendent Andy Dey briefly discussed a new quality decision-making model that he will discuss later in the meeting, statewide assessment results, the one-on-one chats he’s had with 4J families and community members, the changing weather, and direct one-time payments coming to licensed and classified employees to assist with staff hiring and retention (watch).
• Discussed process for recruiting and appointing members to the 4J Budget Committee (watch): Board members talked about the process they’d like to follow to fill two openings on the budget committee to be filled this fall. They tentatively agreed to follow last year’s process pending consultation with 4J’s equity committee. They plan to vote on the process at their Oct. 12 meeting.
• Received an update on 4J decision makers and leadership team (watch): Superintendent Dey updated the board on his work to implement a uniform decision-making model throughout 4J that involves multiple people with varying viewpoints. This model is being used as the district evaluates changing secondary school schedules; creating an equitable grading system that provides fair and meaningful grades to students, regardless of students’ diverse backgrounds; and reviewing how 4J is investing its Student Success Act funds.
• Approved items on the consent agenda (watch): The board approved various personnel actions and the purchase of new vehicles. The vote was unanimous.
• Approved retaining legal counsel to participate in multi-district litigation (watch): On Sept. 7, the board met in an executive, or nonpublic, to consult with legal counsel about litigation likely to be filed. Board members voted to authorize the superintendent to retain legal counsel to participate in multi-district litigation within applicable parameters that the board approves. The vote was unanimous.
• Discussed equity facilitation work (watch): The district will issue a request for quotes for individuals or firms interested in facilitating the board’s ongoing equity work. Board Chair Rabasa outlined for board members the scope of work contained in the RFQ. The board then discussed the criteria to evaluate and select the individual or firm for the work.
• Considered superintendent evaluation process (watch): The board is required by policy to evaluate the job performance of the superintendent at least annually. Board members discussed the process they’d like to use for the 2022–23 school year. The board’s chair and vice chair will develop the timeline and framework for the superintendent’s evaluation and bring it to the full board for its consideration no later than Nov. 2.
• Approved revisions to the board policy on student board representatives (watch): Board policy currently states that one representative from each high school will participate as student representatives on the school board. The board voted to allow two students from each high school to serve as student board representatives. The vote was unanimous. The board also voted to start recruitment of student board representatives as it finalizes the selection process so they can be selected and in place no later than Nov. 2. The vote was 4–1, with Board Chair Rabasa voting no.
The board heard live public comment virtually via Zoom (watch). Five people spoke about standardized testing, gun safety, special education, 4J’s equity team and changing the name of Monroe Middle School. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting.
