School Board Work Session & Regular Meeting
On Wednesday, December 7, the school board held a work session and regular meeting. The sessions were open to the public via live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
Board members welcomed and provide training for the new student board representatives.
The new student board representatives are:
Churchill High School: Emily Shaver, Batafing Soumano
ECCO: Hope Beckner
Eugene Online Academy: Princess (Ren) Washington
Eugene International High School: Grant Gamble, Mellanie Mack
North Eugene High School: Parker Anderson, Jasmine Karr
Sheldon High School: Carmen Gonzalez Valle, Chaz Mills
South Eugene High School: Jasmin Darmadi, Rory Young
Superintendent Andy Dey welcomed the student board representatives to their first meeting. He also briefly discussed the conclusion of the first trimester for 4J’s middle and high school students and his recent visits to school buildings. He congratulated the Sheldon volleyball team for recently winning the program’s first state title, as well as the Sheldon football team (second place) and South Eugene girls’ water polo team (third place) for their deep runs in their respective state championship tournaments. He also noted the 4J employee feedback survey now underway to help inform the next steps for the district, and the return of volunteers to school buildings who are again providing support for students and staff (watch).

• Approved item on the consent agenda (watch): The board approved the additional goals provided by the superintendent that will be used as part of the evaluation of his job performance during the 2022–23 school year. The vote was unanimous.
• Approved changes to the board policy on public complaints (watch): The board approved changes to the board policy for public complaints, applying an equity lens to the process by increasing access, transparency and clarity. Racial harassment also has been added as a complaint type based on a board directive approved earlier this year. The vote was unanimous.
• Approved transition to hybrid board meetings (watch): Board members have been meeting virtually since last spring. Starting December 14, the board will commence meeting using a hybrid model, where board members, staff and community members can choose to attend the meetings in-person or virtually, following in the footsteps of school boards in other Oregon communities. The vote was unanimous.
• Selected budget committee finalists to invite for interviews (watch): The board is filling vacancies on the 4J budget committee, which examines the proposed budget each year to ensure that 4J is planning to spend money in furtherance of district goals.
The board voted to appoint Eric Richardson, a member of 4J’s equity committee, to fill one of the two committee vacancies. His appointment complies with a new state law that a member of a school district’s equity committee serve on its budget committee. The vote was unanimous.
After reviewing applications and ranking the candidates, the board voted to invite in for interviews five of the 14 candidates who applied to fill the remaining vacancy. The finalists are Dakota Boulette, Jensina Hawkins, Andrew Kalloch, Juan Carlos Valle Lopez and Brooke Stehley. The board will interview the finalists during its December 14 work session. The vote was 4–1, with board member Michelle Hsu voting no.
• Discussed board policy on workplace harassment (watch): The district is considering adoption of a new board policy on workplace harassment in response to a new state law.
• Discussed having a parliamentarian at board meetings (watch): Parliamentarians are advisers who are experts in interpreting and applying the rules of parliamentary procedure at public meetings so the elected officials can complete their business fairly and efficiently. The board discussed the proposal and directed staff to return with additional information.
• Discussed amending the board’s parliamentary procedure related to speaking time during discussion (watch): The board discussed a change in parliamentary procedure so each board member would have two chances to speak during a discussion on an agenda item, unless the debate is extended.
The board heard live public comment virtually via Zoom (watch). Four people spoke about student behavioral issues, summer learning, student involvement and micromanagement of teachers. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting. Community members also may send comments via email to board@4j.lane.edu.
