School Board Regular Meeting
On Wednesday, October 19, the school board held a regular meeting. The sessions were open to the public via live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
Superintendent Andy Dey discussed how 4J provided two school buses earlier in the day to transport motorists stranded after a multi-vehicle crash on Interstate 5 and shared information about various initiatives to improve 4J communications to families and community members (watch).
• Received an update on enrollment for the current school year (watch): District staff detailed the changes in student enrollment this year and summarized the long-term trends in enrollment and the effects of the pandemic on those trends.
• Reviewed board membership to the Oregon School Board Association (watch): Superintendent Dey outlined what 4J receives as a OSBA member. Board member Laural O’Rourke read a statement related to 4J’s membership with the association. After discussion, the board directed staff to draft a resolution outlining its concerns about the association. The board will vote to approve the resolution at a future meeting.
• Received a report on Division 22 standards for the 2021–22 school year (watch): School districts must annually report to the school board and the state assurances that the district is complying with various standards set out in Oregon administrative rules for public schools. The standards require school districts to provide a minimum number of instructional hours; adhere to state graduation requirements to award high school diplomas; provide services to children with disabilities, emergent bilingual students (English learners), and talented and gifted students; and assess and record students’ individual progress and achievement, among other things. District staff provided a report on the standards the district is in compliance with, as well as how the district plans to meet requirements in the few areas where it is currently out of compliance.
• Approved items on the consent agenda (watch): The board approved routine personnel actions and the official minutes of the first session of the annual board retreat on September 6.
• Approved budget committee selection process (watch): There are two vacancies on the 4J budget committee that the school board will fill by appointment. One vacancy will be filled by a member of the district’s equity committee in compliance with a new state law. The board will solicit applications from November 1–15 for the other seat. Finalists for the position will be invited to the December 14 work session for a 10-minute interview. The board will make an appointment without discussion at a future meeting after ranking the finalists based on their interviews. The vote to approve the selection process was unanimous.
• Approved statement by individual board members supporting Measure 114 (watch): The board discussed whether to endorse Measure 114, a statewide gun-control initiative on the November ballot. The board agreed that individual board members could sign a statement in support of the measure, but the signed endorsement would not speak for the full board.
• Discussed changes to board subcommittee assignments (watch): Board members voted to not hold meetings of the board’s mental health subcommittee until they can discuss whether to change the membership of the subcommittee at their next regular meeting on November 2. The vote was unanimous. The board also voted to not discuss changing the mental health subcommittee’s membership at this meeting and to postpone that discussion until November 2. The vote was 5–1, with board members Maya Rabasa, Gordon Lafer, Alica Hays, Michelle Hsu and Judy Newman voting yes, and board member Laural O’Rourke voting no.
• Discussed equity facilitation work (watch): The district is accepting responses to its request for quotes from individuals or firms interested in facilitating the board’s ongoing equity work. The board received and briefly discussed available options to select the equity trainer.
The board heard live public comment virtually via Zoom (watch). Five people spoke about Measure 114, volunteers and dyslexia. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting. Community members also may send comments via email to board@4j.lane.edu.
