School Board Regular Meeting
On Wednesday, September 7, the school board held a regular meeting. The session was open to the public via live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
Superintendent Andy Dey discussed the recent back-to-school event for 4J staff; the first day of school for 4J students; the preparation of student-athletics for the fall sports season; and the death of a South Eugene High School student the day before (watch). Board Chair Maya Rabasa discussed staff preparation for the start of the new school year, the back-to-school event for 4J staff, and the North region planning process. She also led the board in a moment of silence for the South Eugene High School student who had died (watch).
• Received an update on the start of the new school year (watch): Superintendent Dey updated board members about the 2022–23 school year, which started earlier in the day for most 4J students.
• Received an update on bond-funded construction projects over the summer (watch): District staff updated board members on the progress over the summer of construction projects paid for by the bond measure local voters approved in 2018.
• Approved consent calendar (watch): With a single vote, the board approved contracts to automate building control systems at Buena Vista Spanish Immersion Elementary School and paint and pressure wash both BV and South Eugene High School. It also approved the official minutes for the August 17 board meeting and January 26 board retreat. The vote was unanimous.
• Approved changes to board policies (watch): The board approved changes to board policies related to immunization, physical examination, vision screening and eye examination, and dental screening. The changes being considered are recommended to better align with existing rules and best practice for enrolling students. The vote was unanimous.
• Approved revised location and topic for continued annual retreat (watch): The board is holding its annual retreat over two separate dates: Sept. 6 and Oct. 1. The board voted to change the topic of the Oct. 1 session to be held virtually to continued goal-setting rather than team-building. The vote was unanimous.
• Approved change to public comment period (watch): The board voted to grant the board chair the discretion to extend a “grace period” to a speaker during the public comment period whose testimony runs past the allotted three minutes before moving to the next speaker. The vote was unanimous.
• Considered proposed resolution on school emergency response plan (watch): Superintendent Dey provided board members with information about the all-hazards Emergency Operations Plan that is being drafted that covers all school sites and buildings. The plan’s objectives are to protect the safety and welfare of students, employees, and staff; provide a safe and coordinated response to emergencies; protect the district’s buildings and property; and enable a school to restore normal operations with minimal confusion in the shortest time possible.
The board heard live public comment virtually via Zoom (watch). Two people spoke about starting wages for 4J’s classified employees and the location of board meetings. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting. Community members also may send comments via email to board@4j.lane.edu.
